Delegation from the Energy and Petroleum Regulatory Authority (EPRA) Undertakes a Visit to Brazil’s Energy Research Office (Empresa de Pesquisa Energética- EPE) to Develop Partnerships in Energy Planning for Sustainable Energy Generation.

On 23rd March 2026, the Energy and Petroleum Regulatory Authority (EPE) led by Mr. Daniel Kiptoo Bargoria, Director General, undertook a visit to the Energy Research Office (Empresa de Pesquisa Energética – EPE) in Rio de Janeiro, Brazil.

The Energy Research Office is a Governmental Agency under the Ministry of Mines and Energy of Brazil mandated to coordinate energy planning, generation of energy statistics and energy research. Its main role is to develop long-term energy plans, mantain a data-repository, provide credible statistics and provide technical studies to guide the country’s policy and investments.

The Kenyan delegation was received by Gustavo Naciff de Andrade, Advisor to the Presidency of EPE. The visit featured a series of technical presentations covering key aspects of Brazil’s energy sector, including: Energy planning in Brazil, presented by Gustavo Naciff; Transmission planning, presented by Rafael Theodoroo, Technical Consultant at EPE and Energy generation auctions in Brazil, presented by Guilherme Fialho, Technical Consultant at EPE.

Discussions between the two sides focused on priority areas of interest to the Energy and Petroleum Regulatory Authority (EPRA), including energy planning processes involving multiple stakeholders in Brazil; the development and operation of electricity markets; and the planning, approval, and financing frameworks for long-term transmission and distribution infrastructure projects, among other key issues.

It was proposed that EPE should consider working with Kenya as one of its key collaborators in Africa under the South-South Cooperation Framework. EPE further proposed that EPRA considers future areas of cooperation, including virtual engagements to further discuss biofuels and the sharing of planning tools used by EPE in managing complex, multi-stakeholder energy systems among other key areas of interest.

The Embassy of the Republic of Kenya in Brasilia participated in the meeting and has been coordinating the official visit to Brazil. The broader programme includes engagements with other key Brazilian energy institutions aimed at strengthening bilateral cooperation in energy regulation and planning between the Republic of Kenya and the Federative Republic of Brazil.
