Landmark Achievement as Kenya and Brazil Formalize the Green Energy Partnership between the Energy and Petroleum Regulatory Authority (EPRA) and Brazilian National Electric Energy Agency (ANEEL).

On 26th March 2026, a historical milestone was realized following the signing of a Landmark Memorandum of Understanding (MoU) between the Energy and Petroleum Regulatory Authority (EPRA) and Brazilian National Electric Energy Agency (ANEEL) on Green Energy Partnership. This achievement build on a series of strategic engagements initiated in 2023, culminating in four successful rounds of virtual discussions and sustained bilateral deliberations.

The Brazilian National Electric Energy Agency (Agência Nacional de Energia Elétrica – ANEEL) is a Governmental Agency serving as the national electricity regulator. It is mandated to oversee the generation, transmission, distribution, and commercialization of electric power across the country, ensuring efficiency, transparency, and sectoral stability.

The MoU Signing Ceremony took place at the ANEEL Complex in Brazil and was officiated by Mr. Sandoval Feitosa, Director General of ANEEL, who co-signed the landmark MoU on Green Energy Partnership with Mr. Daniel Kiptoo Bargoria, Director General of EPRA. This Green Energy Deal establishes a robust framework for regulatory cooperation, enabling the exchange of expertise, leveraging Brazil’s technological advancements, and offering Brazil valuable insights from Kenya’s global leadership in geothermal energy development. It further underscores the commitment of both nations to deepen bilateral economic and energy cooperation.

The Embassy of the Republic of Kenya in Brasilia representatives led by Mrs Mary Kirui, Chargé D’Affaires A.I, also participated in the MoU Signing Ceremony, witnessing the significant milestone. The initiative on advancing the Kenya–Brazil Green Energy Bilateral Cooperation, aligns with the Bottom Up Economic Transformation Agenda (BETA) National Development Plan, reinforcing shared ambitions toward a sustainable and green energy transition..

A technical presentation was made by Denis Perez Jannuzzi, Deputy Superintendent for Tariff Management and Economic Regulation (STR) at ANEEL, provided an overview of Brazil’s electricity tariff regulatory model, and Ándre Meister, Manager of Transmission and Distribution Grants, who presented on energy transmission infrastructure concessions.

The MoU signing formed part of EPRA’s official visit to Brazil, which included a three-city circuit across Rio de Janeiro, São Paulo, and Brasília. The delegation conducted technical visits to key Brazilian energy institutions aimed at strengthening institutional partnerships and advancing sustainable energy development.

This collaboration between Kenya and Brazil exemplifies a forward-looking South–South partnership, focused on developing innovative, people-centered energy systems. It is expected to catalyze investments by encouraging Brazilian energy companies to explore opportunities for investment and capital flows to Kenya, while also promoting the exchange of expertise and human capital.

A reciprocal visit to Kenya by ANEEL’s Director is scheduled for April 2026 to sustain momentum in bilateral engagements. This milestone marks not only the formalization of a cooperation framework but also the beginning of a new and dynamic phase of Kenya–Brazil energy collaboration.
